The movie begins with Franklin working as a ticket scalper outside a basketball game in Los Angeles. He meets a man named Raymond Villard, who offers to buy his tickets for a much higher price than they are worth. Franklin agrees, not realizing that Villard is actually a criminal who is using the tickets to smuggle diamonds into the country. When the police raid Villard's hotel room and find the diamonds, Franklin is framed for the crime and becomes a wanted fugitive.

Desperate to clear his name, Franklin turns to James Russell, a television news reporter who he had met earlier in the day. James is hesitant to help at first, but when he realizes that he can get a major scoop by following Franklin's story, he agrees to help him. The two men become unlikely allies as they race around Los Angeles trying to avoid the police and Villard's henchmen.

Along the way, they encounter a variety of colorful characters, including a group of car thieves, a transvestite prostitute, and a millionaire businessman named Guy Cipriani, played by Paul Sorvino. Franklin and James also form a bond as they learn to trust and rely on each other in their dangerous situation.

As they investigate Villard's operation, they discover that he is working with a Colombian drug cartel to smuggle drugs into the country. They also uncover a plot to assassinate the U.S. Secretary of State, who is visiting Los Angeles for a conference. Franklin and James must race against time to stop the assassins and clear Franklin's name.

Money Talks is a fast-paced action movie that combines humor and suspense to create an entertaining experience. Chris Tucker's performance as Franklin Hatchett is energetic and charismatic, and his comedic timing adds a lot of humor to the film. Charlie Sheen also delivers a solid performance as James Russell, playing the straight man to Tucker's antics.

The film's action sequences are well-choreographed and exciting, with plenty of car chases, shootouts, and fistfights to keep the audience on the edge of their seats. The plot is a bit convoluted at times, but the twists and turns keep the story engaging and unpredictable.

Overall, Money Talks is a fun and enjoyable action-comedy that is worth watching. It may not be a cinematic masterpiece, but it is a solid piece of entertainment that will keep you entertained from start to finish.
